Valencia couple re-arrested on drug charges




A man and a woman arrested in a Valencia drug raid three months ago have been arrested again at the same house and on the same charges, according to records released Monday by the Los Angeles County Sheriff’s Department.


Debra Susan Ballinger, a 47-year-old pharmacy technician, and Shilo Dockery, 35, who works as a mover, were arrested at their home on Tossano Drive in the Summit area of Valencia late Friday. Each is charged with possessing a controlled substance.


Four days prior to her arrest Friday, Ballinger appeared in San Fernando Superior Court and entered a plea of no contest to one count of possessing a controlled substance, a felony, said Shiara Dávila-Morales. spokeswoman for the Los Angeles County District Attorney’s Office.


“The defendant was immediately sentenced to a Prop 36 drug program and three years of formal probation,” she said last week. “Ballinger was given total credit for one day in custody.“


Under Proposition 36 — the state’s Substance Abuse and Crime Prevention Act — qualifying defendants convicted of non-violent drug possession offenses are allowed to receive a probationary sentence in lieu of jail time. Probation can be revoked if the person convicted fails to complete the program.


Ballinger and Dockery were arrested at the home on Tossano Drive July 10 when detectives and deputies with the Crime Impact Team and the Crime Prevention Team executed a search warrant for narcotics at the Summit-area home.


Prosecutors did not file any charges against Dockery in connection with the July incident, Dávila-Morales said.


However, Friday’s arrest was the third time in four months that Dockery has been arrested. On Sept. 26, he was arrested by local sheriff’s deputies and charged with burglary.


On Sept. 30, he was arraigned on one count each of second-degree commercial burglary and petty theft, entered a plea of not guilty to the charges, posted bail set at $ 20,000 and was released from jail.


Both he and Ballinger are now scheduled to appear in San Fernando Superior Court Tuesday on the latest drug charge. They remain in custody on the latest charge, each with bail set at $ 10,000.
